On January 23, 2007, the Lancaster City Council adopted Ordinance No. 868, establishing restrictions and requirements for massage business licenses. The purpose and intent of the ordinance is to provide for the orderly regulation of massage establishments and massage therapists in the City by establishing certain minimum standards for the education and conduct of this type of business which will protect the public health and welfare of the citizens of the City.
It shall be unlawful and a misdemeanor for any person to own or operate a massage establishment within the City without first obtaining an operator’s permit pursuant to Chapter 5.34 of the Lancaster Municipal Code. It shall also be unlawful and a misdemeanor for any person to perform or administer a massage for compensation of any kind, or advertise to provide massage services in the City of Lancaster, unless such person possesses a valid massage therapist license issued pursuant to Chapter 5.34 of the Lancaster Municipal Code.
