The Planning Department guides and facilitates development within the City of Lancaster. This is accomplished in a spirit of creativity and with a commitment to provide the highest standard of development to preserve the health, safety, general welfare and quality of life for all people who live, work and visit Lancaster. The Planning Department is responsible for the development and implementation of various planning programs, including the City’s General Plan, review of development proposals, environmental review, and enforcement of various municipal codes within the City, and provides support to the City Council and Planning Commission.

Our Mission
The mission of the Planning Department is to implement the general community goals established in the City of Lancaster General Plan:
"To ensure that Lancaster manages its land use and development in such a manner as to place the highest value on people and their quality of life."
"To facilitate the development of the City of Lancaster into a balanced and complete community encompassing a diverse mix of land use types and intensities, housing types and styles, and local employment and business opportunities which combine to provide a quality living and working environment."
