Capital Improvement Program Section
The Capital Improvement Program Section, headed by a Senior Civil Engineer, is responsible for the development, design and construction of City Capital Improvements. The City currently has a ten-year Capital Improvement Program (CIP).

A Capital Improvement is considered a major, non-routine expenditure for new construction, major equipment purchases or improvements to an existing building, facility, land, streets, storm drains, or utilities, or the expansion of the City parks system.

The City has enjoyed a significant Capital Improvement Program (CIP) budget in past years and anticipates continuing to be successful in obtaining grants and other sources of funding for CIP projects. To manage the CIP most effectively, a multi-year approach has been initiated with all affected Departments involved in the CIP process.

The purpose of the CIP is to provide an organized approach to the development of the City of Lancaster for a ten-year period (the current year and nine years into the future). Its purpose is to address the needs of the City through responsible City government with a comprehensive and cost-effective approach.

Through the CIP, the quality of life in the City of Lancaster is enhanced.

The City receives numerous requests for improvements each year. Engineering staff organizes all requests in a logical format. Staff then evaluates the pros and cons of each proposal and recommends appropriate projects to be included in the City’s Capital Improvement Program, utilizing available funds.
