Program Purpose: Why YardSmart Lancaster Exists
The YardSmart Lancaster Program was created to help strengthen neighborhoods by improving the appearance and sustainability of residential front yards. By replacing water-intensive turf with drought-tolerant landscaping, the program supports the City’s long-term goals of beautification, water conservation, and neighborhood revitalization.
Through targeted improvements and partnerships with property owners, YardSmart Lancaster helps create attractive, low-maintenance landscapes that are better suited to the Antelope Valley’s desert climate while enhancing the overall character of Lancaster’s neighborhoods.
The program is designed to:

Eligibility Criteria
To participate in the YardSmart Lancaster Program, properties must meet the following general criteria:

The property must be located within the City of Lancaster

The home must be located in a designated neighborhood identified by the City for the program

The property owner must provide written authorization for the work to be performed
-
The owner must agree to maintain the landscape improvements after installation
In some cases, both owner-occupied and renter-occupied properties may be eligible, provided the property owner agrees to participate and signs the required authorization forms.
Participation in the program is voluntary, and all improvements must be approved by the City prior to installation.
What is YardSmart Lancaster?
YardSmart Lancaster is a City beautification program that provides grant-funded landscape improvements to replace water-intensive turf with drought-tolerant, low-maintenance landscaping.
The program focuses on front-yard improvements that are visible from the street and can enhance the appearance of the surrounding neighborhood.
Typical improvements may include:

Removal of turf or overgrown landscaping

Decorative rock or mulch ground cover

Upgraded irrigation systems

How Neighborhoods Are Selected
YardSmart Lancaster uses a data-informed approach to identify neighborhoods where beautification improvements can have the greatest positive impact.
The City coordinates with multiple departments to review community indicators such as:

Neighborhood conditions and property maintenance trends

Code enforcement data
-
Community safety indicators reviewed with the Lancaster Police Department

Opportunities to enhance highly visible corridors or residential areas
Using this information, the City identifies neighborhoods where targeted landscape improvements can support neighborhood stability and improve overall community appearance.
How Homes Are Chosen
Once a neighborhood is identified, City staff conduct field visits to identify homes where landscape improvements could significantly enhance curb appeal and neighborhood appearance.
Staff then reach out directly to the property owner to introduce the program and determine whether they are interested in participating.
Participation in YardSmart Lancaster is completely voluntary, and no work will be performed without the property owner’s written consent.
How the Program Works

Neighborhood Identification
The City identifies priority neighborhoods where beautification improvements can have the greatest impact. -
Property Review and Outreach
Staff evaluate homes within those neighborhoods and contact property owners who may benefit from the program. -
Owner Authorization
If the property owner agrees to participate, written permission is obtained and the scope of improvements is confirmed. -
Landscape Improvements
Licensed contractors working with the City complete the approved improvements. -
Beautification Impact
The completed landscape upgrades improve curb appeal, conserve water, and enhance neighborhood appearance.
Community Partnerships
The success of YardSmart Lancaster is made possible through collaboration between the City and local organizations that share a commitment to improving the appearance and sustainability of Lancaster’s neighborhoods.
The City works with community partners to assist with site preparation, neighborhood clean-up efforts, and landscape improvements that help transform properties and strengthen community pride.

Love Your City (LYC) Clean-Ups
The City’s Love Your City program mobilizes volunteers and community groups to assist with neighborhood clean-up efforts. Through YardSmart Lancaster, LYC volunteers may help prepare properties by removing debris, overgrown vegetation, or unwanted materials prior to landscape improvements.

Landscape Connection Group
Landscape Connection Group supports the installation of drought-tolerant landscaping and helps ensure that improvements align with water-efficient landscape practices appropriate for the Antelope Valley’s climate.
Tip Top Arborists
Tip Top Arborists may assist with tree-related services such as trimming, removal of unhealthy vegetation, and preparing properties for new landscape installations.
Antelope Valley Air Quality Management District (AVAQMD)
AVAQMD supports regional environmental initiatives and may partner with the City on programs that promote sustainable landscaping practices, reduce emissions from traditional landscape maintenance equipment, and improve local air quality.
