What is the Sierra Gateway Neighborhood Plan?
Development in the area is currently guided by the City’s existing Transit-Oriented Development (TOD) Zones Plan. The TOD Zones Plan applies to blocks east and west of the station as indicated in the map below. Click here to view the current TOD Zones plan.
The Sierra Gateway Neighborhood is in Lancaster’s downtown, centered around the city’s Metrolink station. It occupies 323 acres spread across 55 blocks east and west of the rail tracks. The neighborhood’s origins coincide with the establishment, in 1876, of Southern Pacific’s rail line through the Antelope Valley, linking San Francisco and Los Angeles.
Why update the plan now?
The existing TOD Zones Plan was adopted in 2015, with most recent revisions in 2020. It established a vision for the station area that acknowledged the role of transit in shaping its future. With support from the Southern California Association of Governments (SCAG), the City now has the opportunity to update the plan to make it more user-friendly and responsive to current community needs.
Why does this matter to you?
The goal of the SGNP is to create a more user-friendly plan that supports increased investment and facilitates transit-supported uses and developments in the areas surrounded by the Metrolink station. The updated plan can help shape station-adjacent neighborhoods – east and west of the tracks – to meet the needs of residents, businesses, and community organizations and create opportunities for them to thrive.
The Community is Shaping the Plan!
Community Outreach To-Date
- City-wide Open House: June 14, 2025
- Online Community Survey (ongoing)
- Mailers - mailed to all residents within the plan areas notifying them of the June Open House
- Stakeholder Interviews, conducted in June 2025 with community organizations
Based on community and stakeholder feedback gathered during summer of 2025 outreach, the following common themes emerged regarding challenges and opportunities in the SGNP area:
- Streetscape improvements to shift perceptions of safety
- Better pedestrian and cyclist safety and walkability along Yucca Avenue and Sierra Highway
- Car-centric mobility patterns make it difficult to increase public-transit usage
- More public support for community-serving facilities
- Improved engagement with small businesses
- Interest in homeownership opportunities near the Metrolink transit station.
- Local jobs are needed to help reduce long commutes
