What is the Midtown Lancaster Neighborhood Plan?
Development in the area is currently guided by the City’s existing Transit-Oriented Development (TOD) Zones Plan. The TOD Zones Plan applies to blocks east and west of the station as indicated in the map below. Click here to view the current TOD Zones plan.
Why update the plan now?
The existing TOD Zones Plan was adopted in 2015, with most recent revisions in 2020. It established a vision for the station area that acknowledged the role of transit in shaping its future. With support from the Southern California Association of Governments (SCAG), the City now has the opportunity to update the plan to make it more user-friendly and responsive to current community needs.
Why does this matter to you?
The goal of the Transit Neighborhood Plan Update is to create a more user-friendly plan that supports increased investment and facilitates transit-supported uses and developments in the areas surrounded by the Metrolink station. The updated plan can help shape station-adjacent neighborhoods – east and west of the tracks – to meet the needs of residents, businesses, and community organizations and create opportunities for them to thrive.
How you can get involved?
Community members are encouraged to share input, ideas, and feedback. This will help shape final recommendations, so they reflect community values and priorities.

Terms for Talking about Transit-Oriented Development
When you participate in the activities, you’ll hear some terms that come up a lot. Here is what they mean in everyday language:
Transit-Oriented: Places designed to take advantage of transit access by clustering jobs and homes near train stations and bus stops while also ensuring that walking or biking between transit and local destinations is easy and safe.
Zoning: A set of local rules that define how and to what degree land can be used (like whether something can be a home, a business, or a park).
Land Use: How land is used in the community – what's built and also what’s planned.
Mobility: How people get around – including cars, public transit, biking, and walking.
