Emergency Repair & Turf Replacement Program
The City of Lancaster’s Housing Rehabilitation Program provides Lancaster residents with an opportunity to apply for grants to repair and rehabilitate their homes. Applicants must meet specified income requirements to be eligible for the program.
Funds are available in the following categories:
Emergency Repair Program (ERP)
Provides households earning less than 80% of the area median income (AMI) with grants of up to $5,000 for eligible emergency home repairs.
Housing Rehab Loan Program (HRLP)
Provides households earning less than 80% of the AMI with grants of up to $10,000 and loans for a maximum assistance level of $50,000 for eligible home repairs.
Turf Replacement – Beautification Program (TRBP)
Provides households earning less than 120% of the AMI grants of up to $10,000 and loans for a combined maximum assistance level of $50,000 for eligible landscape renovations. Homeowners must comply with maintenance standards for the duration of the loan or 15 years.
Applicants who qualify as veterans, seniors, or disabled are eligible for an additional $5,000 grant under each program. Households in the TRBP Target Area are also eligible for an additional $5,000 TRBP grant.

Contractor Participation Application:
The City of Lancaster has initiated its Housing Rehabilitation Program and is seeking general and specialty contractors to participate in the program. The program offers financial assistance to eligible low- and moderate-income owner-occupants of residential properties for necessary home improvements.
The success of these programs relies on contractors who can provide competitively priced, high-quality construction services in a
timely manner. Funding for these programs comes from state or federal grants. The grant and loan funds must be used exclusively for the rehabilitation of the dwellings, including mechanical, plumbing, electrical, or other approved improvements.
Eligible and qualified contractors who register in the system will be placed on a Contractor Interest List. This list will be provided to program participants who request the list to help them solicit qualified bids. Homeowners may elect to obtain bids on their own or may choose to use the Contractor interest List.

General Conditions For Contractor Participation
All contractors placed on the Approved Contractors List must maintain the following required items and have them active at the time that an award is made:
- The Contractor must be currently licensed with the California Contractor’s State License Board. The license must be in good standing and cannot have any citations or formal complaints filed against said license for the past seven (7) years. All work must be performed in compliance with all applicable State Contractor Regulations regarding Contractor License Law and License Classifications.
- The Contractor must be bonded and maintain adequate Worker’s Compensation Coverage, maintain Commercial Automobile Insurance, and maintain Commercial General Liability Insurance.
- The Contractor must be EPA Lead Safe Certified. Contractors or Subcontractors working on lead abatement activities must carry Pollution Insurance Coverage.
- The contractor must be registered with SAM (System of Award Management) and have a Unique Entity Identifier number. Unique Entity Identifier number (UEI) is a number issued by the System for Award Management (SAM) to identify businesses and other entities that do business with the federal government. The UEI has replaced the DUNS number as the authorized identifier for the federal government.

UEI: SAM.gov | Entity Registrations - Projects will be competitively bid. Contractors receiving a request from a participant shall make contact with the homeowner within five (5) calendar days of receipt of the request to arrange for an individual appointment with the homeowner to review site conditions. Typically, Contractors will be provided with 14 calendar days to submit a bid back to the homeowner. The Contractor must respond to all program participant requests for bids to remain on the Approved Contractors List. Contractors with two (2) active City construction contracts will not be required to bid on a project to maintain their status on the Approved Contractors List. However, the contractor must contact the participant requesting a bid and advise them of their unavailability.
- When interacting with homeowners and program representatives, the Contractor agrees to ensure that its employees and subcontractors conduct themselves in a courteous and professional manner. The contractor shall warrant that all workmanship and appurtenances installed are of good quality, new, fit for the purpose intend, clear title and free of claims and obvious defects. All workmen shall be skilled in their trades.
