First Time Home Buyer Program

The City of Lancaster’s First Time Home Buyer Program is designed to assist eligible low-income residents with a zero-interest, deferred-payment second mortgage loan of up to $150,000 for home-buying assistance and help with closing costs.

The City is no longer accepting applications for this program.

The application portal through Neighborly Software is now closed, as the maximum of 25 applications have been received.

Required Application Documents

Three (3) months consecutive checking statements (all accounts are required to be listed, including savings, checking, retirement, stocks, etc.)
Three (3) years completed tax transcripts - (including W-2s. 1099's, etc.)
Three (3) months of consecutive pay stubs for all employed members
Photo ID for all members 18+
SS Cards for all members 6+
