HEALTH:

Medical/Dental/Vision Insurance: Current insurance carriers are United Healthcare PPO, United Healthcare HMO, Kaiser HMO, and MetLife Dental & Vision.

Employees receive no cost family HMO medical, family dental, and family vision coverage or no cost individual PPO medical, family dental, and family vision.

Employees who elect employee + 1 or family PPO medical coverage will have the below premium payment via payroll deduction. Family dental and family vision coverage are paid by the City at 100%.

Employees who enroll in employee-only medical, dental, and vision coverage will receive a monthly contribution of $75.00 into a Retiree Health Savings account; employees who opt out of medical, dental, and vision coverage under the City’s health plans will receive a monthly contribution of $175.00 into a Retiree Health Savings account.

Retiree Health Savings Plan (RHS): The City will contribute $175 per month into a Retiree Health Savings Plan.  There is a five-year vesting period for benefits under the Retiree Health Savings Plan.

The RHS Program is designed to help you and your loved ones meet a critical expense — retiree health care — through a tax-advantaged savings vehicle.  All contributions to your account are set aside exclusively for qualifying medical expenses.

*Employees in Series 2000 and 3000 receive an additional 2%.

Short Term Disability Insurance: The City participates in the CA State Disability Insurance (SDI) Program that is employee paid (1.2%) and a supplemental short-term disability plan via MetLife that is City paid.  Coverage is 70% of base pay for up to 12 weeks for MetLife and up to 52 weeks for SDI. Waiting Period: 7 days.

Long Term Disability Insurance: The City pays 100% of the premium.  Coverage is 60% of base pay for up to Social Security’s normal retirement age. SDI can apply, double coverage is not allowed.

Life Insurance and Accidental Death & Dismemberment: The City pays 100% of the premium. Coverage is $100,000 or 1x annual salary up to $225,000, whichever is greater.

Voluntary Product Offerings: Accident & Critical Illness Insurance; Additional Life Insurance; Additional Accidental Death & Dismemberment Insurance; Pet Insurance; Flexible Spending Account(s).  These offerings are employee paid.

 

RETIREMENT:

California Public Employee Retirement System (CalPERS): Retirement benefits are provided under the California Public Employees’ Retirement System (PERS) 2% @60 or 2% @62 formula based upon the employee’s CalPERS status.

Social Security: The City does not participate in Social Security.

Medicare: Both the City and employee contributes 1.45% into Medicare.

401 (a): The City contributes an amount equal to 5% of base salary each pay period to the employee’s plan.

*Employees in Series 2000 receive 8% of base salary each pay period to the employee’s plan.

457- Deferred Compensation: Employees may contribute pre-tax wages to a 457-retirement plan. Contribution Limits: $23,500; catch-up contributions available.

Roth IRA: Employees may contribute post-tax wages to a Roth IRA-retirement plan. Contribution Limits: $7,000; catch-up contributions available.

Loans: Employees may take loans from their 401(a) & 457 retirement accounts.

 

PAID TIME OFF (PTO):

Administrative: Salaried employees are credited administrative hours at the beginning of each fiscal year. Administrative time shall not carryover.

  • 2000 Series and 3000 Series: 80 hours
  • 4000 Series: 76 hours

*Employees in Series 5000 and 6000 are overtime eligible and do not receive administrative time.

 Bereavement: Employees are eligible to receive time off with pay, up to five (5) days, in the case of a death or a critical illness where death appears likely. Bereavement leave may only be used for immediate family.

Compensatory Time Off (CTO): Full-time non-exempt/hourly employees are eligible to transfer overtime hours to CTO.

Gift of Time: If an employee needs a disability leave and exhausts their PTO, they may receive paid leave using the Gift of Time Program to aid them during their short-term disability waiting period (7 days). This program allows employees to donate sick time to each other.

Holidays - Floating: Employees receive two (2) floating holidays at the beginning of each calendar year. Floating holidays shall not carryover. Employees hired between July 1 and December 31 shall be credited one (1) floating holiday.

Jury Duty: Employees receive their regular salary for time served on Jury Duty during regularly scheduled working hours.

Military: Military leave shall be granted in accordance with the provisions of State and Federal law. Ten (10) days advance notice, whenever possible, should be given.

Reproductive Loss: Employees are eligible to receive time off with pay, up to five (5) days, in the case of a reproductive loss event occurs (failed adoption, failed surrogacy, miscarriage, stillbirth, unsuccessful assisted reproduction).

Sick: Accrual is at the rate of 8 hours per month (96 hours annually) with unlimited accumulation. Employees have the option to cash in at 50% compensation 96 hours of sick; a balance of 320 sick hours must always remain. Up to 2 requests can be made in the calendar year (totaling 96 hours).

Vacation: Accrual begins at the rate of 3.33 hours per pay period (equivalent to 80 hours) for your first year of service.  Accrual rates increase with each year of service. Employees have the option to cash in at 100% compensation 80 hours of vacation; a balance of 80 vacation hours must always remain. Up to 2 requests can be made in the calendar year (totaling 80 hours).

UNPAID TIME OFF:

Leave of Absence without Pay: If an employee needs time off not chargeable to paid leave benefits, a leave of absence without pay may be granted. A written request must be submitted to the Human Resources Director, who may approve up to a 90 working day leave.  During this leave period, fringe benefits, such as accruals, are not accumulated or received. For the first 30 days of the leave, however, the City will continue contributing to the medical, dental, disability, and retirement plans.

 

OTHER BENEFITS:

Employee Assistance Program: Provides employees and their families with immediate and confidential support to help resolve work, health, and life challenges to improve their life.

Bi-lingual Pay: $50.00 per month

Tuition Reimbursement: Non-probationary employees may receive up to a $3,000.00 reimbursement per fiscal year for approved programs.

UNION BENEFITS:

911 Clothing Reimbursement: Employees who are not required to wear a uniform shall receive an allowance of $600.00 for boots and pants per fiscal year.  Employees who are required to wear a uniform shall receive an allowance of $450.00 for boots per fiscal year.

911 Certification Pay: $50.00 per month ($150.00 maximum)maximum of 3 certifications at a time allowed; manager approval required.
