Mission: 

The mission of the Lancaster Police Department's Unmanned Aircraft System (UAS) Drone Program is to provide safe, responsible, and transparent airborne support to police and emergency operations. This program plays a vital role in enhancing the safety and security of Lancaster residents, especially in a city known for its expansive desert landscapes, outdoor events, and occasional large-scale emergencies.

Overview:

Unmanned Aircraft Systems (UAS), commonly called drones, have proven to be a critical tool for law enforcement, first responders, and emergency service operations. The Lancaster Police Department recognizes the significant advantages of integrating drone technology into daily operations, particularly in a community as unique as Lancaster. Drones offer a cost-effective, efficient way to manage large areas during public events, natural disasters, or search and rescue missions.

This drone program is designed to supplement traditional air support, such as helicopters, by providing quick deployment and more focused surveillance in smaller-scale operations. Drones also help better serve local venues where large public gatherings take place.

History:

In 2020, the City of Lancaster formally launched its drone program, following an extensive period of study on the benefits of drone technology for public safety. This initiative enhanced the department's ability to respond to emergencies with improved visibility and real-time intelligence. By studying the use of drone technology in neighboring regions and incorporating best practices, Lancaster aims to remain a leader in public safety innovation.

The program's development was shaped by the specific needs of our city, from handling large-scale public events to ensuring quick responses during regional emergencies. Several personnel are trained in drone operations and use of sUAS technology. Each operator earned and maintains FAA Part 107 certification.

Meet Tim Bush

Tim Bush has been a dedicated public servant for the City of Lancaster for over 23 years, bringing a wealth of experience and expertise to the community. With a background in code enforcement, Tim transitioned into unmanned aerial systems (UAS) and has been the driving force behind the city’s drone program since its inception in 2020.

As an FAA part 107-certified remote pilot since 2019, Tim has completed over 1,500 successful flights, utilizing a variety of drones from multiple manufacturers to support public safety, infrastructure inspections, and emergency response efforts. Under Tim’s coordination, the drone program has become an essential tool for enhancing efficiency, safety, and innovation within the City of Lancaster. Whether deploying drones for critical incidents or leveraging aerial technology for municipal operations, Tim and his team continue to push the boundaries of what’s possible with UAS technology.

 

Meet Drew Huebner

Since 2021, Drew Huebner has proudly served the City of Lancaster as a dedicated civil servant. In 2024, Drew earned the FAA Part 107 Remote Pilot Certification, further enhancing her ability to operate drones safely and effectively in diverse environments. Drew’s experience includes overwatch for law enforcement, event monitoring, and high-quality aerial photography and videography to support public communication and safety initiatives.

Committed to precision, professionalism, and innovation, Drew leverages drone technology to enhance situational awareness, improve response times, and capture crucial visual data for the city and its residents.
