Pavement Management Program Projects Happening Now!

This year (2025), the City is implementing two types of pavement treatments—Preventive Maintenance and Road Rehabilitation—across several key locations.

These projects are carefully selected based on roadway conditions, traffic patterns, and long-term planning priorities to ensure that we maintain a safe, reliable, and sustainable road network for everyone in Lancaster. Locations are listed below by the types of pavement treatments they will receive.

Rehabilitation Project Locations
Rehabilitation treatments address moderate damage—such as cracking, rutting, or potholes—that can't be resolved through preventive maintenance but don’t yet require full reconstruction. These methods improve road safety, durability, and aesthetics while extending pavement life by eight to ten years. 

  • 20th Street West: Avenue J-8 to Avenue K
  • Avenue J: 30th Street West to 25th Street West

Cross Section Exhibits for Ave J before and afterIn accordance with the City's Master Plan of Complete Streets (adopted 2017), Avenue J from 30th Street West to 25th Street West will be right-sized from 3 lanes in each direction down to 2 lanes in each direction with a bike lane in each direction. This will provide a gap closure for the City's bike lane network, which will provide improved connectivity in particular for students of Lancaster High School.

Lane reconfiguration and right sizing prioritizes safer vehicle speeds and a pedestrian- and bicycle-friendly environment. It increases driver awareness of bicyclists and pedestrian by reallocating space on the street for bicycle facilities and potential sidewalk widenings. This is a proven safety countermeasure recognized and supported by the Federal Highway Administration.

2025 PMP Preventative Maintenance MapPreventive maintenance treatments are designed to maintain or slightly improve the road’s current condition, slow deterioration, and add five to seven years of useful life. These treatments are cost-effective ways to delay or avoid more extensive repairs down the road.

  • Avenue I: 70th Street West to 60th Street West
  • Lancaster Blvd: 10th Street West to Division Street
  • Carriage Lane and Pioneer Court
  • Avenue L and 28th Street West
  • 28th Street West and Sunnyvale Road
  • 28th Street West and Avenue L-2
  • 28th Street West and Calandri Lane
  • Avenue L-2 and Roadrunner Way

History of the City of Lancaster Pavement Management Program

The City of Lancaster’s Pavement Management Program (PMP) is a proactive approach to roadway maintenance that helps extend the life of our streets while reducing long-term costs and minimizing disruptions to residents. By applying the right treatment to the right pavement at the right time using the right materials, the City can preserve road quality, enhance safety, and save taxpayer dollars.

Rather than waiting for roads to fail and require costly reconstruction, the PMP focuses on early intervention—prioritizing preventive maintenance and rehabilitation measures. This strategy allows the City to stretch road lifespans beyond their average of 25 years and keep our streets safer and more functional for all users.

Additional Benefits
All resurfacing work aligns with Lancaster’s Master Plan of Complete Streets, which is guided by the California Complete Streets Act of 2008. This ensures that our streets are accessible and functional for all users, including motorists, cyclists, pedestrians, and public transit riders. The City also adheres to ADA standards when making improvements to ensure that our roadways are inclusive and accessible to everyone.
