About the Drainage Benefit Assessment District

The City of Lancaster is committed to protecting people and property by maintaining our stormwater drainage systems. The Lancaster Drainage Benefit Assessment District funds the operation and upkeep of essential infrastructure—including channels, storm drains, and detention basins—that prevent flooding, protect roads, and safeguard homes and businesses. Since its formation, the district has expanded to serve new developments, ensuring that all properties benefiting from the system contribute to its ongoing maintenance and upkeep.

The Challenge

Lancaster’s drainage infrastructure requires constant upkeep to remain effective, but rising costs for labor and materials have outpaced revenue. Because a majority of properties pay the older, fixed assessment rate, the district faces a critical funding gap. The district’s fund is operating at a deficit of $200,000. To cover the shortfall this year, the City is transferring $360,000 from the General Fund—money that would otherwise pay for other public services.
